You need to understand the word manipulate.

There is a profession called trader. What do they do? TRYING to make money through trading. Once they enter a position (how they decide to enter a position is another question) , they have a desire to see the market go a certain direction. Their desire alone makes them manipulator. Those who make money consistently are called successful manipulators.

A trader is a small unit. A two trader group is called double. A three trader group is called triple. The head of a triple triple is called manager, and so on. When the organization becomes bigger, their power starts to show.

Such phenomenon won't dissapear in the forseeable future. There is no need to waste your time putting a suspicion on it.
