Condo fee is a management fee. Lease fee is a right to use fee. In a fee simple condo, the condo fee is only for helping you to maintain the property, the land actually belong to all the owner. The HOA has the right to change to different management company or elect different director should majority of the owners think the fee charged is unreasonable. In a lease hold situation, land owner can evict you out of your house if you don't meet the lease demand. This is very different situation.
