usually the tenant can purchase it if they want to have one.

If you ask an insurance agent, they will recommend you to purchase the policy as the property is reall used. Otherwise it may be hard for you to claim the loss.

For example, if you purchase the policy as primary home(used as rental), you can not claim rental loss
