大家有遇到这样的situation - Relocation Payback?

我家老公今年三月从东部move到西部一家公司，但不久这家公司被另一家大公司购买，原来hire他的manager和director都被laid off. 老公也被掉到另一个部门，reporting structure 也随之改变。从reporting manager 降级到reporting team leader. 未来的事业发展空间不大。再加上我们的房子不好卖，他决定搬回东部。但当时offer letter 上state如果没有满两年离开公司，需要退还relocation expense。今天HR通知他relocation expense 一共将近两万。我们觉着现在公司所有promise他的都deviate from the offer letter, 而且公司也再不是原来的公司，我们有理由拒绝支付relocation expense或尽可能降地数目？ 如果和公司达不成协议，后果会怎样？
