But I’m still can’t figure out how to do this lease schedule.

The information I have:
Installment payment: $716.93
Terms: 60 months
Purchase amount is $1 at the end of lease
The original price is $31277.(I guess this should be FV?)
Sale tax rate :8.75%

I don't have residual value, let's assume the residual value is $0.

So how do I come up with the Present Value if I don’t know the interest rate?
