Control Panel
-> Date, Time Language and Regional Options
-> Regional and Language Options
-> Languags Tab
Make sure you have "Install files for East Asian Languages" checked.
-> Advanced Tab
Under "Select a language to match the language version of the non-unicode programs you want to use, select "Chinese (PRC)"
Click OK.

You may need to restart your computer to display correct characters.
