For green card application, your direct boss

has the ultimate power to put you on the right immigration track. Forget about HR. Talk to the VP who is your supervisor. TALK to him face to face. No need to be shy when your future in on the line. Once the VP says "the company will sponsor your employment-based immigration", call the HR head and demand to set up a talk with her ASAP.

EB1-b is relatively easy with a Ph.D.and several publications under your belt. Catch the train before it is too late.
