HR can't make decision for 5% salary increase

HR guy is a middle man in the hiring process, he/she can't make any decision except the phone screening.
HR guy need report to the hiring manager, and even upper level for budget approve (if the 5% is out of their original number).
For Salary negotiation, better directly talk with the people who can make the decision if you want to know the result immediately.
For example, you can know immediately whether the 5% increase is doable on the phone if you chat with the hiring manager.
No matter you get the $$ or not, congratulation for the process, you did it and this experience is very very important in 资本主义.
