Business as usual?

18 units of new single family home with price range from 600K to 700K
 No sales after 4 months on the market.  
And a different builder just started the construction of 9 units with even bigger size next door.
Yet, 5 blocks way anther developer is preparing the  building site for 80 units.
Are they nuts?
