One of my tennats had a dog. The dog left some permanent stains

Paid $200 for clear them up, didn't work. I guess the stains are dog's urin. I heard the only thing I can do is asking carpet company to cut the dirty area carpet out, and replace new carpet, cost $500. This is a 2 years old house.
