After you officially move out and hand over the key to the landlord, whatever left will belong to the landlord so he can either own it or throw it away.

But be careful if the tenant just disappears as he or she might come back someday and ask his/her stuff. In this case, you need to go through the eviction process to get away his/her stuff.
