As far as I know, yes, the recorded other liens are cleared except tax lien (if there is one). Supposedly, all lien holders should record their rights against this property in the land record office in that town. If you are one of the lien holders for this property but you did not register it offcially, you may lose your right to this property during the auction.

Because of this, buying auction has an advantage: saving buyer some money for title search, title insurance and lawyer fee.
