是不是误解? IRS网上不是说它can reduce tax to zero吗

The lifetime learning credit is a nonrefundable credit. This means that it can reduce your tax to zero, but if the credit is more than your tax the excess will not be refunded to you.

看起来和被withhold 的tax 多少无关. IRS是说tax最多减到0, 不可能减到负数
