The reason 17-55mm f/2.8 IS is not an L lens (red ring) is because it is not a full frame lens, not because of its image quality: this lens produces image quality as good as any L lenses, and its price is also in the L range.

The reason Canon 24-70mm f/2.8L is so expensive is because it is weather sealed. If you are willing to settle down on a non-weather sealed version, get Sigma 24-70mm f/2.8 for about 1/3 the cost.
