Usually they will ask reference list after they chose you as a winner.
However, send the recommendation letter and your junk paper to them will not hurt you.
It will just show them how bad you want the job.

If they don't like you, no matter what you sent, they will still not like you.
If they are in the eadge, not like or dislike, then the junk email and paper you send to them will only increase your possibility towards get the offer.
