get the 中型传统企业 perm job, clopser to home/baby

You already got enough experience from the consulting firm. Now the good offer is coming and close to home/baby. et the offer and go for it.

You still can learn everything as long as you like.
You will enjoy much when not travel.

People make money in consulting company...
More people make money as a perm employee in regular company, since they can do it, you can do it too.
I didn't see any real reason for you to continue for that 100% travel job since you have a much better offer with higher salary, better opportunity and NO travel.
Another reason is: Sometime, if a job offer is coming very easy, people will say that must be some great power behind it to make it happen, the only thing you need to do is just accept it with great happiness.
Enjoy what you get and be happy with every minute!
