I think in general Nov-Feb is not the most active recruiting time. But there are certainly exceptions.
Such thing is never carved on stone.
What I meant is if you can, don't delay your job search till Nov-Feb thinking companies are actively recruiting at that time. But if you need job, keep sending applications any time of the year, you never know.
Hope that is clear.
Don't quote me for that. It is just my general observation
