My American co-worker was even worse. The email was actually to both of us. Instead of replying an email to our boss, he forwarded my boss's email to someone else who is same level with my boss. That VP suggested us to talk with my boss's boss. We have unpleasant history with our boss and that was probably why. He actually lost our respect with all his poor work ethic.
My co-worker point is: if he is not doing anything, don't come to us and say anything. We covered all his work for him. I agree that as long as he is still my boss, I should respect and listen to him.
