You are right. Their body may not be ready yet. I would not start him/her that early, unless s/he has shown some very promising talents. Modern piano technique requires the player uses arm weight to play the keys. Kids at that age, there is not much weight with their arms. Even if there is, their fingers may not be ready to support and transfer the weight into the keys. Too often, teachers ask the young kids to force the keys to reach the required volume (loudness), while sacrifice other aspects of the proper technique. It happens often particularly in competition situations, where winning is at stake. It may not hurt the kid physically, it would build up some undesirable habits which would be hard to correct in the year to come.

Another concern is about note-reading skill. Reading is an extremely important skill in piano learning. Kids at that younger age are generally neither good nor willing readers. They often try to stay away from reading as much as possible. At this point of time, if the teacher compromises, the kid’s reading skill would suffer. If the teacher persists, often the struggle would begin. Again, I lean strongly not to start their lesson too early. Most of the time, the ones start a little later can catch the early starters. Girls often are more mature than boys. They may start a little earlier.
