use your conditions. The killer car would leave the site 3 min earlier than the cop's car.the distance between the two cars should be 3X100/60=5km. When cops car runs 5 km (need 2 min) killer's car will move ahead 3.33km. When cop's car move 3.33km, killer's car will more 2.22km further away. when cop's car move 2.22km, killer's car will move 1.48km further away. If you calculate like me you will know that the cop will never catch the killer.
