This is really a funny policy.But I don't think there are many unapproved i485 filed in 2000. Maybe there are too many i485 filed in 2004. The i485 filed in 2004 are about 5 times of annual quato.So the PD is back to 2000. So if someone filed i485 in early 2004, it might not take 5 years to get approved since in fact there are no i485 filed in 2000 on the USCIS's hand.
I mean i485 filed in 2000 got approved several years ago.
