Condition#1: AT LEAST 1 ill dog.
So, if one see others are not ill dogs. His must be ill dog. And hence a shot. But this is not the case, hence at least 2 ill dogs
Condition#2: AT LEAST 2 ill dogs.
So, if one see only one other ill dog, he should shoot his own dog.
Condition#3: AT LEAST 3 ill dogs.
So, if one see only two other ill dogs, he should shoot his own dog. That's the case
