Cake flour? All-purpose flour?

Which type of flour is better for making Chinese Steamed Buns ? Cake Flour or All-purpose Flour?
Anyone tried cake flour? I tried All-purpose flour with milk and yeast? The result is good but not as good as the ones I bought in China. The wrap of the bun is not as soft and puffy as the one I bought. Why??? problem with the flour??
