On average, one programmer can do 400 line a day. So, 1,000,000 divided by 400 will be 2,500 programmer-days. If there are only a couple then it needs 1,250 days to finish the project. Rarely, any IT project will last that long. Windows 2000 took about 4-5 yrs to be fully developed by 3,000 programmers though.
