If this is a college dorm and the dispute is among dorm roommate

If this is a college dorm and the dispute is among dorm roommates, one roommate does not have the right to request the other roommate  move out.  The reasonable thing to do is to request a room change for herself (after trying to solve the problems between themselves).    

The college does have right to reassign residents to new or different spaces, though I could not imagine the Housing Redirector did not talk with the roommate being affected first.   Once the re-assignment had occured, it is too late to complain.
