I agree with you 校方处理上明摆着是有问题.

If the housing staff listened to her roommate complaint only, reassigned her to different room without consulting her , that is not right.  

The problem is that we do not know if this is a college dorm, or an off-campus apartment. Either way, I am trying to say that the chinese student needs to protect her rights in the first place, not only thinking about complaining after the fact.
