Agile任务依赖别人怎么办？并且应付老板

我们这个新白人老板原来是consulting 公司的，帮我们公司consult一年左右被挖了过来。已经有5个月了，来了以后总是找我的茬，整天就盯着我，甚至我的log时间都要查。今天又给我发信说，让我每个星期五都来office(我们有规定每周可在家工作一天）。这倒也没什么，我们公司的产品是.NET的。我们用agile scrum, 每三个星期为一个Sprint. 做agile很累的，就像机器一样不停地转。上一个Sprint我有两个Stories. 这两个Stories 都是consume 别人写的web api或者Services. 别人没完成coding， 我也没办法consum service. 问题是老板不去找他们，凡而来找我和责备我。我也在自我检讨自己，是不是人家讲得有道理，自己的确有错误？

我有两个问题：

1. 碰到这种情况怎么办？我的任务总要依赖于别人，我有时候要等，老板说等就是工作不主动，显得空隙没事干。
2. 有时候我的Story 不够饱满，也就是说很快就完成了，老板也不高兴，说你做完了，剩下的时间干什么？问题是我也想我的任务饱满些，但有时候architect他就给我这些，控制权不在我手里。中国人都很刻苦努力，但英语不是母语，讲不过人家。

有时候真灰心，年均一把了，还在做码农，工资也不高，关键还受气。听听大家想法。
