参院税改方案对地主有何影响？

方案中有一条17.4%deduction of qualified business income (QBI) for pass through business. 有几点不太明白。

1. 是从收入中减去17.4%再以个人税率报税？

2. 地主的个人名下房租收入能够做QBI吗？

3. LLC名下房租收入可以做QBI吗？

4. 如果房租不能算QBI,能否开个llc收管理费，修理费。这些LLC 的收入是QBI?
