you don't submit PSAT in your college application,

only SAT I and SAT II are needed in those forms.

PSAT matters for the National Merit Scholarship. Without that, you have one less honor/award and couple thousand $ less. it does not hurt college application that much. SAT is a lot more important.

since she does not have much time to improve her PSAT to a meaningful level(assuming the test center's assessment results were correct), I'd start preparing SAT now.
