For kids, they first need to learn how to follow the rule, obey the law, without the habit of following the rule, they would have lot of trouble later in life. As they grow up, they would learn how to play, stretch the envelope, within the limit of the law. That is the whole game in the US and they really are good at this.
You can exchange the ticket, because you understand the different between exchange/refund, they might not. But they would now.
I would rather them learn to follow the rule at this time of younger age, than learn to break/get around them (too many Chinese are TOO good at this). They might looks dumb at this time, but it would be for their own good in the long run.
