First, the problem needs to specify how the number should be rounded. For example

"Round the following number to the nearest whole number: 9.49." The answer should be 9
"Round the following number to the nearest tenth : 9.49." The answer should be 9.5
"Round the following number to the nearest ten : 9.49." The answer should be 10

See, the problem is NOT correctly stated!
