Yes, 机票 is part of the COA.

Cost of Attendance = tuition + room & board + books + airfare + other personal expenses.

My contribution = COA - (Financial aid + work study + DD's contribution).

Stanford estimated books + airfare + other personal expenses for us is about $5300. They assume that our income could pay that much. We might, but it will mean we cut other expenses.

For families who have even less than us, Stanford could give them money for their personal expenses.
