People have to fight to get those positions. Getting A at class and later become grader and then TA later year. A lot of them get MS last year. Don't know exact overlap. 400-500 cs students /yr need a lot of TAs. 

My kid was one of TAs for a class at different department. No free tuition. just $15-17/hr.
