if he just wanted a job and does not want to work hard, that's his choice too. if he does not want to go too far, there are LAC schools in Southern California. UCSB is not a hard school at all, and he can also go to other UC campuses with easier life than UCB or UCLA.
there are also Santa Clara University and San Jose State etc. in the bay area. many choices. not to mention more schools out of the state. take him to go school visiting and enjoy. no need to hang himself on one tree...
burned out? he needs to find a school that fits him.
