The two cases are somehow different.
My daughter was in the same situation as LZ's when she was in K. (Her English was poor, although she started
day-care at 1 as well.) Her K's teacher is ESL certificated, so she is actually doing the same thing
as any other kids in her class, except that her progress
was being audited.
The school says that unless the kids are very shy and doesn't speak out, they will pick up, and catch other kids after a couple of years.
Now my daughter is in 2nd grade. At the end of last year the school sent us a letter saying that she is no longer
being audited. But by the school policy, she can not officially exit ELS until the end of 2nd grade.
I feel that being an ESL kid is actually good for her, since an ELS certificated teacher is usually more experienced and patient.
