Yes, Clinton was a bit lucky. But he had his own problems: Somalia, Asian Financial Crisis, Haiti, Kosovo, etc.
But I don't think if Clinton were in place of Bush, we would have had the same economical and political situation that we are having today.
To begin with, he won't start the Iraq War. That's 1 trillion dollars right there.
Secondly, he (and Al Gore) would have had encouraged more investments in renewable energy, and have demanded car makers to produce more efficient cars.
Thirdly, the federal budget would have been in a much better shape.
