USC, NMSF, ...... 讨论篇

USC 的奖学金获得者， 是不是都是 NMSF？ 这样 USC 用不了多少资金， 就能官宣 给 NMSF 半奖？

1） 现在 USC 的 半奖/全奖 学生， 有 不是 NMSF的 吗？ 

2） 申请录取， 是 写 NMSF 还是 不写容易录取呢？ 不写， 是不是 USC 觉得不够好？ 写了， USC 又不想给半奖？
