请问一下用支付宝绑定外卡的同学

你们付款的时候要付3%的手续费吗？我绑定的信用卡是没有foreign transaction fee的，这3%手续费是支付宝收取的费用吗？刚才用支付宝订了上海的酒店公寓，发现有这笔额外的费用。
