UC的回信：
Undergraduate students under the age of 24, need to meet four requirements: financial independence, immigration, physical presence, and intent.
For financial independence, the student must either be financially dependent on California-resident parents (biological or adoptive) OR demonstrate that they have been completely self-sufficient for at least one year prior to the start of the semester. We will be looking at the period between August 2024 to August 2025 for the Fall 2025 semester. The student must have enough income that either equals or exceeds their expenses. Income that we will consider are wages that the student has earned, financial aid that has been awarded to the student, loans that are taken out solely in the student's name with no cosigner, and sometimes some trusts and funds depending on the stipulations. The student needs to provide documentation for any income that they are claiming. Expenses the student has to cover are rent, tuition, and food. The student must provide copies of your leases or rental agreements.
For immigration, the student and parents must hold an eligible immigration status on a continuous basis for at least 366 days immediately prior to the residence determination date (start of the semester), which for Fall 2025, is August 27, 2025.
For physical presence, the student and parents must have been continuously physically present for at least 366 days with absences not exceeding a total of 6 weeks (42 days) within that period. For the Fall 2025 semester we will be looking at the following time frame: August 26, 2024 to August 27, 2025. Depending on the student's and the parents history of physical presence in California, we may or may not ask for documentation to prove this. Typically we request 12 consecutive months worth of bank statements showing a pattern of one physical transaction per week. We do not accept joint bank statements, unless the statements differentiate which user is making transactions.
For intent, the student and parents must establish legal ties to California if you previously held them in another state. This includes a driver's license or state ID card, vehicle registration (if a vehicle is owned and operated by you in California), and voter's registration. These must have been obtained by December 2024 in order to qualify for Fall 2025. If the parents earned income, they are also expected to file state income taxes in California as either a resident or part-year resident.
Please note, both parents must meet the above listed requirements if they are married.
Per the Residence Policy and Guidelines (RPG, C: Element of Residence, Dependent Students - Conduct that is disqualifying for purposes of UC residency includes, page 10 ):
- "Maintaining the prior place of residence, student is dependent on an out-of-state parent in a two-parent family (excludes divorced, legally separated), failing to sever all ties to the former residence"
As such, if your parents are legally married and your second parent holds ties out of state this is disqualifying of the residency for tuition purposes requirements.
If for some reason your son does not meet the UC residency requirements in his first semester at UC Berkeley, he will be able to re-petition for a UC resident classification the following semester.
