They are not peer schools. It's only useful to compare peers

You may compare UCB and UCLA.

But don't even compare Californian State University, Long Beach with UCLA.

On the other hand, UCLA and USC can be peers.  Same location, similar rankings, similar size... then you still have the money factor for in-state tuition and private school tuition.

So all comparisons are to show the big picture, don't over-read it.
