full of energy, passionate, highly motivated, highly confident and competitive, then go to the top private school.

If the kid is a little less in his overall quality, it may be a good choice for him to go to the state university. He may have a higher chance to get a better GPA in the state university which helps the application for the top graduate school.

Money is not a deciding factor.
