这个S386目前能通过的可能性是零。根本也没过committee，正常程序根本没有走。但是senate还有一个程序叫unanimous consent,可以用这个办法通过法案。这个S386本来今天要提到UC，但是只需要有一个人反对，就被暂时封杀。今天就是这样。

上次已经提出UC过，封杀过一次。
