支持你申述去，就说township的signage inadequate.

Ineffective notice. 虽然你exercised reasonable efforts, 你根本就没看到什么头进头出的事，而且当时停车场里只有另一辆车，如果你看见200辆车全是头进，你自然会进一步调查研究。

总之，只能头进本来就是很不寻常的事，township不给proper notice, 当然不是你的错。
