Denial of an interim clearance

我女儿前天收到今年暑假实习单位的邮件，被告知她没有通过背景调查，无缘参加今年6-8月的实习工作。我女儿学CS，去年年底获得这个offer, 并在今年二三月间填资料，按手印等等。现在的情况是需要进一步调查直到收到final cleaerance。However, the additional investigation can take up to 6-12 more months。我们在女儿三岁的时候，全家移民美国，并已在6年前入籍。我女儿现在18岁，本以为她的背景调查肯定没问题。现在问题大了：她不但summer的实习没了，fall semester 去 Norththrop Grumman实习也不可能了。

我想知道坛里有没有人遇到过这样的情况？想知道到底哪里出了问题？以后应该注意些什么避免这种情形出现？如果Final clearance 也有问题，那我女儿是不是一辈子都有问题了？求教！
