Natural Science and Engineering in general are OBJECTIVE.  So it's a lot easier to use fixed measurements to evaluate.  The liberal arts, on the other hand, is very SUBJECTIVE.  It's more dependent on how you are perceived (ie the school you graduate, the "network" you belong to, the "position" that you take, etc.).  That's why the tech companies test the CS job applicants by letting them code onsite.
