Need help on my daughter's problem

My daughter is my second child. She is entirely different from her brother, who is the leader in the playground every day. Now, she is 2 years old, just plays herself, or with her brother sometimes. She feels shy to meet strangers. I wonder how to help her. Thanks for any suggestion.
