With the way he has conducted himself as a boyfriend, she should have known her place in his mind. If she wants to be generous, that's a separate issue. But if he insists on going Dutch like you described, he does not think much of her, or his characcter leaves much to be desired. Either way, she should have dumped him long ago.
She has no reason to tolerate such behavior. She should have valued herself more and moved on.
