Being emotional and easily upset and being manipulative are not the same thing. If she were an adult, these symptoms would be parameters a mental health professional takes into account in order to reach a diagnosis.
As to your own daughter, let her know that it is OK to take on responsibility for herself because she is worthy of that effort. If self-esteem is important to her, having the courage to be responsible for herself is the first thing. Blaming seems easier, but one does not go very far in life by being a victim of others' doing.
(Getting emotional is often an escape from present and unpleasant reality, devised by the brain to avoid engaging in the harder and more demanding task that is actually needed at the moment.)
