The blame lies on the applicant, not parents nor counselors

On one hand, we are talking about a very, very  qualified applicatant here. On the other hand, applicant does not seem to be able to understand one single rule.

What is so hard to understand the meaning of "Restrictive" or "Policy"?  

If the applicant claims ignorance for such a simple word, the applicant does not deserve  admission. 

If the applicant claims no responsibility and blames his parents for it, the applicant does not deserve admission.

If the applicant nor parents claims responsibility and blames his couselor for it, the applicant does not deserve admission.

If the applicant,  nor parents,  nor the couselor claims responsibility, the applicant does not deserve admission.
