请教在美国的父母:孩子在车内一定不能被大人抱着?

打扰大家了,我的母亲和外婆将到美国来,真是件令人高兴的事,可是我家就一部车,有2个小儿,5岁和2岁,这样就只有2个空位,出门就是件比较麻烦的事情,如果一个孩子不用carseat由大人抱着,这样问题就解决了,但这样是不是一定就违法?谢谢答复!
